  18. <p>     The Japan Travel Bureau, the country's largest tourist
  19. agency, thinks of everything--including an excuse for
  20. customers to make a trip. No one appreciates that more than
  21. legislators from Saitama Prefecture, who take annual "fact
  22. finding" trips to Europe. Besides arranging every aspect of
  23. those luxurious boondoggles, the bureau provides junketeers with
  24. a detailed memorandum to submit along with their expense
  25. accounts. It drones on for 60 eye-glazing pages and is
  26. numbingly titled A Report on European Urban Policy and the State
  27. of Local Administrative Affairs. To give the journal a thin
  28. veneer of originality, names and dates are changed each year.
  29. Yet every report begins "It is impossible to find the right
  30. words to describe such a priceless experience..." and
  31. concludes, "Seeing is believing."
